A client asks for "a flipbook". You have the pages already — the catalogue is finished, the lookbook is signed off, the annual report went to print last week. What's left is the page-turn.

So you look at the tools, and most of them want to solve a different problem than the one you have. They want to host the document, put it behind an account, track who reads it, and charge a monthly fee for as long as it exists. What you wanted was a file you could put in the handover folder.

That gap is worth understanding before you pick anything, because it is the difference between a deliverable and a dependency.

The question that decides it

For client work there is one question that matters more than feature lists: when the project closes, does the client still have something?

If the flipbook is a link on someone else's platform, it lives as long as somebody keeps paying. That might be you, carrying a subscription for a client who left two years ago. It might be the client, who now has an account to manage and will call you when it lapses. Either way it is an open thread.

A file closes the thread. Here is where each tool stands on that single point.

ToolCheapest plan that gives you a standalone offline file
FlippiqueEvery plan, including free. Free books carry a watermark
FlipHTML5Pro — €12/month, billed yearly at €139
FlipsnackBusiness — $85/month, billed annually at $1,020
IssuuNot offered on any plan
PubluuNot offered on any plan

Those last two are easy to misread, so to be precise. Issuu has a setting called "Enable the option to download flipbooks", which lets a reader save the PDF — it is not an export of a working flipbook. Publuu lists "Offline Flipbook Access", which is offline reading inside their Android app, not a file you can hand over. Neither produces something that opens on its own.

Flipsnack and FlipHTML5 both genuinely do. Flipsnack calls it "Download as HTML5, for offline or self-hosting" and puts it on Business, the third tier up. FlipHTML5 puts it on Pro, their entry paid plan, and also offers a Windows .exe export.

What the free plans actually give you

ToolFree planBranding on free books
FlipHTML55 flipbooks per dayAds and FlipHTML5 logo
Flipsnack5 flipbooks, 15 pages each, no expiryFlipsnack branding on links and embeds
Issuu5 documents, 10 pages per upload, 50 MBThird-party ads, Issuu credit
Flippique3 books a month, 24 pages eachWatermark on pages, "Powered by Flippique"
Publuu14-day trial—

Read that honestly and FlipHTML5's free plan is the most generous by a distance. Five books a day is more than most studios produce in a quarter. If your only requirement is volume, and ads on your client's catalogue do not trouble you, it is a strong offer and we will not pretend otherwise.

What no free plan here gives you is a clean deliverable. Every one of these companies puts their name on it. Ours included.

Where the money goes

Annual cost as displayed on each vendor's pricing page. Currencies are as each site showed them to a visitor in the EU: Issuu and FlipHTML5 quoted euros, Flipsnack and Publuu quoted US dollars. Issuu notes that it bills in US dollars regardless of the currency shown.

ToolEntry paid planMid tierTop standard tier
FlippiqueSolo €49/yr + VATPro €99/yr + VATLifetime €199 once + VAT
PubluuBasic $7/mo billed annuallyOptimum $24/moPremium $89/mo
FlipHTML5Pro €139/yrPlatinum €279/yrEnterprise €899/yr
FlipsnackLite $168/yrPro $456/yrBusiness $1,020/yr
IssuuStarter €22/mo billed yearlyUnlimited €202/moTeams from €446/mo

Two things stand out. The first is how steep the curve gets: Flipsnack Business and Issuu Unlimited are real software budgets, and you reach them not by making more flipbooks but by wanting your own brand on the thing instead of theirs.

The second is that Publuu's Basic plan is the cheapest entry point here. It is capped at 10 stored flipbooks and gives you no file to hand over, so it solves a different problem — but if a hosted link is all you need, it is inexpensive.

Where Flippique sits

Flippique is a desktop app for Windows 10 and 11 and for macOS 11 or later, with a native Mac version available now that runs on both Apple silicon and Intel. You drop in images or a PDF, arrange the pages, and it writes one self-contained .html file with your pages inside it. That file opens in any modern browser, offline, from a USB stick, from an email attachment, or from your client's own web host. It makes no network requests at all — no analytics, no trackers, nothing phoning home.

There is no account and no upload. Your client's unreleased catalogue never touches our servers, because we do not have any that could receive it.

Solo is €49 a year plus VAT: 20 books a month, up to 100 pages each, on one computer. Pro is €99 a year plus VAT: unlimited books and pages, on up to three computers. Both are subscriptions, and while one is active you get updates and books with no Flippique branding. Lifetime is €199 once plus VAT: the same as Pro, every future update included, nothing to renew, and it keeps working offline forever — the one tier on this page nobody can take away from you by going out of business, including us. Refunds within 14 days, whichever you buy.

The part that matters for client work: the files you have already delivered do not care what happens to your subscription. They are files. If you stop paying you return to the free plan for making new books, and every book you already handed over keeps working exactly as it did. There is nothing to expire, because there is no link and no server in the loop.

Where Flippique loses

This page is not worth reading if it only flatters us. Here is where the others are genuinely better, and you should pick them instead.

  • You need hosting, analytics or lead capture. We have none of these. No view counts, no reader tracking, no gated forms. Flipsnack, Issuu, FlipHTML5 and Publuu all do this properly. If "how many people read the brochure" is a question your client asks, we cannot answer it.
  • You need links, video or shopping hotspots inside the pages. Our pages are images. Everyone else here supports interactive elements; we do not.
  • The text needs to be selectable or searchable. Because pages render as images, readers cannot select text and search engines cannot index the contents. FlipHTML5 offers text selection even on its free plan. If SEO on the document's contents matters, we are the wrong tool.
  • You want it in a browser, or you are on Linux. Flippique is an app you install: Windows 10 and 11, or macOS 11 and later. There is no Linux build and nothing runs in a browser, so a Chromebook or a locked-down work machine is out. Every other tool here runs in a browser.
  • You publish constantly. Three books a month on our free plan is tight next to FlipHTML5's five a day.

Flippique is also new, and from a small independent studio. We have no user counts or testimonials to show you, because we would have to make them up.

So which one

If your flipbooks are marketing assets you will host, measure and keep updating, buy a platform. Flipsnack and Issuu are more mature at that job than we will be for a long time, and FlipHTML5 is the value pick if you want hosting and a downloadable file in one subscription.

If your flipbooks are deliverables — made once, handed over, and expected to work in five years without anyone logging in — then you want a file, and you should not have to reach a $1,020 tier to get one.

How we checked

Every competitor figure on this page was read from the vendor's own pricing page on 25 September 2026: Flipsnack, Issuu, FlipHTML5 and Publuu. Pricing in this category moves quickly — Flipsnack changed its entry tier while this page was being written — so if you are reading months later, check the links before relying on a number. If you find one that has gone stale, tell us at hello@nebula-digital.com and we will correct it.
